Vader Jets Worlds 2018

Includes the Unshakable / push command cards / Parting Blow combo that was starting to get popular by then, as well as Cross-Training on a regular set of Riot Troopers. This gives access to spy cards for protection against Hunter command cards, and frees up a few points compared to Palpatine that used to occupy this slot, in order to fit Unshakable and Rule by Fear in addition to Zillo, without removing Imperial Officers that help activation count and move Vader further in the early game.
